Richard V. Fitzgerald '60

Richard Fitzgerald

Richard "Dick" Fitzgerald recently joined the law firm of Barnett, Sivon & Natter, P.C. as Of Counsel. The firm specializes in representing financial institutions and other parties before federal and state financial regulatory agencies and the U.S. Congress.

Mr. Fitzgerald has an esteemed career as an attorney. In 1963, he joined the Office of the Comptroller of the Currency (OCC), U.S. Department of the Treasury, as a trust examiner in the Fifth National Bank Region. Shortly thereafter, Mr. Fitzgerald was commissioned as a Representative in Trust and served as the principal assistant to the Deputy Comptroller of the Currency for Trusts, responsible for the supervision and regulation of the fiduciary activities of all national banks. In 1971, Mr. Fitzgerald joined the OCC's Law Department as a staff attorney and subsequently became the Director of the Law Department's largest division, the Legal Advisory Services Division.

In 1982, Mr. Fitzgerald was appointed Deputy Chief Counsel (Policy) and in 1984 was appointed Chief Counsel. As Chief Counsel, he was the senior legal officer in the OCC, responsible for the operation of its Law Department which consisted of approximately 104 attorneys plus support staff.

After his post as Chief Counsel, Mr. Fitzgerald worked in private practice for nine years. He then joined the Office of the Special Trustee for American Indians, U.S. Department of the Interior and served as its Trust Policy Officer. Mr. Fitzgerald was subsequently appointed the Director of the Office of Trust Regulation, Policies and Procedures.

Mr. Fitzgerald was qualified as an expert in trust and fiduciary matters, testified as an expert witness on several occasions, and has testified on behalf of suits brought by Native Americans.

Mr. Fitzgerald graduated from the University of Maryland School of Law, and is admitted to practice in the District of Columbia and the Supreme Court of the United States.

Mr. Fitzgerald has served on the President's Visiting Committee at Washington College, and is currently the Chair of Washington College's Alumni Board.
